Rüstem Nuri Efendi was born in Thessaloniki (Selanik) in 1874/75 (AH 1291) into the Muslim (Müslüman) community; the father was a senior clerk (hacegân). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Rüstem Nuri began work in 1894/95, at about 20. The annual lists begin in 1903/04, with Rüstem Nuri as an official for incoming items (Mevrude Memuru) in Istanbul. The last posts were in Izmir (İzmir) from 1904 to 1906, with a rise to transport official (Nakliye Memuru).
