Life#
Born in Istanbul in 1879/80 (AH 1297), Mehmet Fuat Efendi came from the Muslim (Müslüman) community; the father was a customs official (rüsumat memuru). Mehmet Fuat had 12 years of schooling, at Darüşşafaka, the school for orphans in Istanbul, attended the telegraph school as well, wrote French as well as Turkish, and held a qualification (a diploma, certificate, training or decoration).
At about 23, in 1903/04, Mehmet Fuat began work in Istanbul, paid from the start, on 400 kuruş a month. Every annual entry from 1903/04 to 1907/08 places Mehmet Fuat in the same post, official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti), in Istanbul, the birthplace.
The salary never rose above the first in the lists, 400 kuruş a month in 1903/04, as Muhaberat-ı Ecnebiye Memuriyeti in Istanbul, when 36 per cent of paid officials earned less. The final annual entry is for 1907/08.
