Life#
Born in Batumi (Batum) in 1877/78 (AH 1294), Mehmet Cemal Efendi came from the Muslim (Müslüman) community. Schooling took 12 years, at Darüşşafaka, the school for orphans in Istanbul; Mehmet Cemal also attended the telegraph school.
Work began in Istanbul in 1893/94, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 50 kuruş. Both annual entries, for 1896/97 and 1897/98, place Mehmet Cemal in Istanbul as an official for outgoing items (Mersule Memuru).
The salary never rose above the first in the lists, 100 kuruş a month in 1896/97, as Mersule Memuru in Istanbul, when 2 per cent of paid officials earned less. The final annual entry is for 1897/98.
