Life#
Born in Istanbul in 1839/40 (AH 1255) into the Muslim (Müslüman) community, Salih Hulusi Efendi was the child of a postal official (posta memuru). At about 18, in 1857/58, Salih Hulusi began work in Istanbul, with half a year without pay as a mülazım (apprentice) before a first salary of 50 kuruş. The first annual entry, for 1857/58, places Salih Hulusi in Yeni camii postanesi as a letters official (Mekâtib Memuru), where the entries run to 1870/71, with a rise to registry clerk (Mukayyit) in 1860/61 and to a post in the correspondence office (Tahrirat Kalemi) in 1869/70. From 1871 to 1907 the annual entries place Salih Hulusi in Istanbul, the birthplace, first in the Mektubi Kalemi, from 1880/81 in the accounts office (Muhasebe Kalemi) and from 1888/89 in the office of the corresponding secretary (Mektubi Kalemi). Few careers in the lists are as long; 8 of the 5,211 officials have entries spanning 51 years or more.
The salary went from 50 kuruş a month in 1857/58 to 1,000 in 1876/77, the peak, in the Mektubi Kalemi in Istanbul, when 77 per cent of paid officials earned less. Pay rose to 20 times the first salary; fewer than 5 per cent of the 2,859 officials paid for ten years or more rose as far. The last annual entry is for 1906/07.
