Yusuf Ziya Efendi was born in Bosna in 1876/77 (AH 1293), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Yusuf Ziya also held a qualification (a diploma, certificate, training or decoration).

Yusuf Ziya began work in Erzurum in 1903/04, at about 27, paid from the start, on 200 kuruş a month. The first annual entry, for 1903/04, places Yusuf Ziya in Erzurum as a registry clerk (Mukayyit). The lists have no entry for 1904 to 1906. The last post was in Tripoli (Trablusşam) in 1906/07, with a rise to communications official (Muhabere Memuru).

Pay rose from 200 kuruş a month in 1903/04 to a peak of 300 in 1906/07, as Muhabere Memuru in Tripoli, when one in four paid officials earned less. The last annual entry is for 1906/07. An entry in "Sicill-i Ahval Defterlerine göre Osmanlı bürokrasisinde Bosna doğumlu memurlar" by MEHMET AKGÜN (2017) probably refers to Yusuf Ziya, since the name, the birthplace and the archive register and page agree.
