Mahmud Fuad Efendi

Mahmud Fuad Efendi was born in Kemaliye (Eğin). The annual lists begin in 1864/65 (AH 1281), with Mahmud Fuad as Kaza Muduru in Malkara. The lists have no entry for 1865 to 1867. At the same time, from 1864/65, the lists also place Mahmud Fuad in Aytos (Aydos) as Kaza Muduru. Mahmud Fuad then moved to Darende from 1867 to 1869. Alongside, the lists for 1868 to 1872 give a second post, in Suşehri as a district governor (Kaymakam). For 1872 to 1878 the lists have no entry. Alongside, the lists for 1871/72 give a second post, in Gürün as Kaymakam. The annual lists then follow Mahmud Fuad to Söke, Fethiye (Meğri) and Aksaray from 1878 to 1888, with a rise to Kaymakam in 1879/80. Alongside, the lists for 1887/88 give a second post, in Yalvaç as Kaymakam. The lists give Azil (dismissal) for 1880/81 instead of a title. Few officials served in as many places; fewer than 3 per cent of the 6,605 officials with a place of service did.

The salary went from 1,750 kuruş a month in 1864/65 to 1,800 in 1879/80, the peak, as Kaymakam in Fethiye, when nine in ten paid officials earned less. Over ten years the salaries add up to 171,000 kuruş, 3.4 times what an official on the median salary earned. The last annual entry is for 1887/88.
