Life and register readings
Mehmed Halef Efendi was born in Mecca (Mekke) in 1861/62 (AH 1278); the father's occupation was "Lihye eski kaymakamı". Work began in 1876/77, at about 15. The first annual entry, for 1876/77, names Mehmed Halef as Hicaz Vilayeti Mektûbî Kalemi mülâzımı, with no place. The lists have no entry for 1885 to 1887. Alongside, the lists for 1884/85 give a second post, in Jeddah as Cidde kazası tahrirat kâtibi (İnfisal). At the same time, from 1888 to 1890, the lists also place Mehmed Halef in Asir as Asir sancağı Tahrirat Kalemi müsevvid-i evveli. Alongside, the lists for 1889 to 1891 give a second post, in Taiz as Taiz sancağı Tahrirat Kalemi müsevvid-i evveli.
The salary went from 200 kuruş a month in 1880/81 to 1,000 in 1889/90, the peak, in Taiz, when 81 per cent of paid officials earned less. Over nine years the salaries add up to 70,560 kuruş, 1.6 times what an official on the median salary earned. The last annual entry is for 1890/91.
