SEYİT ALİ RIZA was born in Kirkuk (Kerkük) in 1857/58 (AH 1274). The schooling was at a school for young children (Sıbyan Mektebi). At about 23, in 1880/81, ALİ RIZA began work. The first annual entry, for 1880/81, names ALİ RIZA as mülazım (muhasebe), with no place.
