Life and register readings
Born in Bursa in 1868/69 (AH 1285), Mehmed Rifat Efendi came from the İslam community; the father's occupation was "Hüdâvendigâr vilâyet-i istînaf ceza muhâkemeleri âzâsı". Mehmed Rifat began work in 1887/88, at about 19, on a first salary of 40 kuruş. The annual lists begin in 1887/88, with Mehmed Rifat as Rumeli Kadıaskerliği ve (Okunamadı) evvelisi kitâbeti and no place named. The lists have no entry for 1895 to 1897 and 1898 to 1900. In place of a title the lists give Infisal for 1894/95.
