The life

İsmail Kemal Efendi was born in Sivas in 1846/47 (AH 1263). The father’s occupation was Niksar Kazası aşar ihale memuru. Schooling included sıbyan mektebi; medrese. The language repertoire included Turkish.^[1]

Service began in Sivas Vilayeti muhasebesi in 1865/66 (AH 1282). Service included muhasebe stajyeri in Sivas Vilayeti muhasebesi (1865/66 (AH 1282)). Later posts included arazi yoklama kâtibi in Tonos (1871/72 (AH 1288)), sancak nüfus memuru in Nablus (1897 to 1907 (AH 1315 to 1324)) and mazuliyet maaşı (Tekaüt) (1909/10 (AH 1327)).
