Life and register readings
Mehmed Cemil Bey was born in Bursa in 1845/46 (AH 1262) into the İslam community; the father's occupation was "Hüdâvendigâr vilâyeti meclis idare âzâsı". Work began in 1859/60, at about 14. The annual lists begin in 1859/60, with Mehmed Cemil as Hüdâvendigâr eyaleti tahrîrat kalemi; mülâzemet and no place named. The lists have no entry for 1880 to 1889 and 1890 to 1896. In place of a title the lists give Infisal for 1863/64 and 1871/72.
