Life and register readings
The life of Osman Saffet Efendi began in Kütahya in 1868/69 (AH 1285); the father's occupation was "Kütahya eski belediye başkanı". Work began in Kütahya in 1882/83, at about 15. The annual lists begin in 1882/83, with Osman Saffet as Adliye Müddai Umumi Muavinliği Kalemi mülazımı in Kütahya, the birthplace, where the entries run to 1908/09. At the same time, from 1887/88, the lists also place Osman Saffet in Uşak as Müstantık muavini.
The salary never rose above the first in the lists, 300 kuruş a month in 1887/88, in Uşak, when 28 per cent of paid officials earned less.
