Born in Göksun, Yusuf Efendi Mahallesi in 1877/78 (AH 1294), Ömer Efendi was the child of a farmer (çiftçi). Ömer studied at a school for young children (Sıbyan Mektebi).

At about 30, in 1907/08, Ömer began work. The first annual entry, for 1907/08, names Ömer as Göksun naibi, with no place. For 1908 to 1911 the lists have no entry.

The one salary in the lists is 300 kuruş a month, for 1911, when 16 per cent of paid officials earned less. The last annual entry is for 1911.
