YUSUF SİNAN EFENDİ was born in Kirkuk (Kerkük) in 1836/37 (AH 1252). At about 32, in 1868/69, YUSUF SİNAN began work in Kirkuk, on a first salary of 250 kuruş. The annual lists begin in 1868/69, with YUSUF SİNAN as Mahkeme-i şeriyye başkatibi in Kirkuk, the birthplace. YUSUF SİNAN then moved to Sulaymaniyah (Süleymaniye) and Hillah (Hille) from 1872 to 1877. Alongside, the lists for 1878 to 1880 give a second post, in Karbala as Sancak naibi. Next came four places in 19 years. The lists have no entry for 1893 to 1898. Alongside, the lists for 1899 to 1902 give a second post, in Hillah as Kaza naibi.
