RAMAZAN ZİHNİ EFENDİ was born in Shkodër (İşkodra) in 1859/60 (AH 1276); the father's occupation was "Kazaz esnafı". At about 21, in 1880/81, RAMAZAN ZİHNİ began work in Shijak (Şiyak).
