Born in Didymoteicho (Dimetoka), Mestan Ragıb Bey was the child of a merchant (tüccar). Work began in Didymoteicho in 1895/96 (AH 1313), on a first salary of 300 kuruş. Every annual entry from 1895/96 to 1897/98 places Mestan Ragıb in the same post, Sandık emini, in Didymoteicho, the birthplace. The lists give İstifa (resignation) for 1897/98 instead of a title.
