Life and register readings
Rıfat Efendi was born in Plovdiv (Filibe) in 1864/65 (AH 1281). At about 23, in 1887/88, Rıfat began work in Skopje (Üsküp). The annual lists begin in 1887/88, with Rıfat as tahrirat ve bidayet mahkemesi kalemleri stajyeri in Skopje. Next came Pristina in 1888/89, then a post with no place named from 1890 to 1897. The lists have no entry for 1897 to 1906. Rıfat then moved to Parga in 1906/07, as Nahiye Muduru.
