Life and register readings
Mustafa Şevki Efendi was born in Elbistan in 1841/42 (AH 1257). At about 17, in 1858/59, Mustafa Şevki began work in Elbistan. The first annual entry, for 1858/59, places Mustafa Şevki in Elbistan, the birthplace, as Tahrirat kalemi mülazımı, where the entries run to 1868/69. Mustafa Şevki then moved to Raqqa in 1871/72. Alongside, the lists for 1871/72 give a second post, in a post with no place named as a district governor (Kaymakam). The annual lists then follow Mustafa Şevki to Karapinar, Kurucay, Nusaybin and Pah, four places in 14 years. Alongside, the lists for 1885/86 give a second post, in Carsancak as Kaymakam. Next came Cizre from 1888 to 1891. The last entry, for 1894/95, names Mustafa Şevki as Kaymakam, with no place. Few officials served in as many places; fewer than 4 per cent of the 6,605 officials with a place of service did.
Pay rose from 2,000 kuruş a month in 1871/72 to a peak of 2,500 in 1894/95, as Kaymakam, when 95 per cent of paid officials earned less.
