Life and register readings
Born in Kemah in 1840/41 (AH 1256), Süleyman Hilmi Efendi was the child of a member of the learned profession (ilmiye). The annual lists begin in 1872/73, with Süleyman Hilmi as memleha memuru and no place named. Süleyman Hilmi then moved to Ürgüp and Trabzon from 1879 to 1885, with a rise to Rusumat Muduru in 1896/97. The lists have no entry for 1875 to 1879, 1880 to 1884, 1885 to 1896, 1897 to 1899 and 1900 to 1903. The last post was in Izmir (İzmir) in 1903/04. In place of a title the lists give Azil (dismissal) for 1871/72 and Infisal for 1874/75.
The salary went from 600 kuruş a month in 1872/73 to 1,120 in 1896/97, the peak, as Rusumat Muduru, when 83 per cent of paid officials earned less. The peak lasted a single year; the next list gives 920 kuruş. In all, six years of salary come to 61,920 kuruş, 2.1 times what an official on the median salary earned in those years. The final annual entry is for 1903/04.
