Life and register readings
Born in Erzincan, Mustafa Hilmi Efendi came from the İslam community. Work began in 1871/72 (AH 1288), on a first salary of 235 kuruş. The first annual entry, for 1871/72, names Mustafa Hilmi as Tahrirat kalemi senedat ve ilamat kâtip vekili, with no place. For 1878 to 1884 the lists have no entry. At the same time, from 1877/78, the lists also place Mustafa Hilmi in Nazareth (Nasıra) as memur (unspecified). Alongside, the lists for 1884 to 1891 give a second post, in Tripoli as Rüsumat müdüriyeti anbar memuru. The lists give Infisal for 1884/85 and 1890/91 instead of a title.
