Life and register readings
Mehmed Rıfat Efendi was born in Antakya in 1855/56 (AH 1272) into the İslam community. Work began in 1875/76, at about 19. The annual lists begin in 1875/76, with Mehmed Rıfat as stajyer and no place named. For 1876 to 1885 the lists have no entry. Alongside, the lists for 1889/90 give a second post, in Antakya as Düyun-ı Umumiye ikinci kâtibi. Mehmed Rıfat then moved to Kilis, Payas, Tarsus and Saimbeyli (Haçin), four places in ten years. The lists have no entry for 1895 to 1900. Alongside, the lists for 1900/01 give a second post, in a post with no place named as başka hizmet (belirtilmemiş).
The salary never rose above the first in the lists, 500 kuruş a month in 1885/86, when 58 per cent of paid officials earned less. The final annual entry is for 1900/01.
