Life and register readings

Mehmet Raşit Efendi was born in Sivas in 1862/63 (AH 1279); the father was a tax farmer (mültezim). Work began in Sivas in 1876/77, at about 14. The annual lists begin in 1876/77, with Mehmet Raşit as evrak kalemi stajyeri and no place named, with a rise to Nahiye Muduru in 1887/88. For 1878 to 1885 and 1888 to 1891 the lists have no entry. Mehmet Raşit then moved to Hafik (Koçhisar), Niksar, Kangal, Darende and Boğazlıyan, five places in 17 years, with a rise to district governor (Kaymakam) in 1892/93. The lists have no entry for 1893 to 1896, 1897 to 1901, 1902 to 1904, 1906 to 1908 and 1909 to 1911. The last entry, for 1911, names Mehmet Raşit as Kaymakam, with no place. In place of a title the lists give Infisal for 1885/86, 1891/92 and 1896/97.

The salary went from 25 kuruş a month in 1877/78 to 2,000 in 1911, the peak, as Kaymakam, when 81 per cent of paid officials earned less. Over seven years the salaries add up to 92,922 kuruş, 2.5 times what an official on the median salary earned. The last annual entry is for 1911.
