Mukaddime ilmi mekatib-i ibtidaîye ve rüşdiyede okuduktan sonra mekteb-i mülkiye-i şahanede ikmal-i müddet tahsil ederek a’lâ dereceden mülazemet ruûsuyla ulum-ı siyasiye şahadetnamesi almıştır. Mezkûr ruûs ile şahadetnamenin suret-i musaddakları tercüme-i hal varakasına merbuttur. Türkçe ve Fransızca tekellüm ve kitabet eder. Bin üç yüz senesi rebiülahirinin beşinci günü yirmi iki yaşında mülazemetle hariciye nezareti celilesi tercüme odasına dâhil ve yüz yirmi üç guruştan baden ile muahheren yüz elli guruş maaşa nail olup sene-i merkûme evahirinde bin guruş maaşla Korfu başşehbenderliği kançılarlığına tayin olunmuş ise de esbab-ı meşru’ye mebni kable’l-azime istifa ederek üç yüz bir senesi şa’banında bin guruş maaşla ticaret nezareti celilesi dairesinde ziraat ve sınaât tercüme-i fünûn kalemine memur olmuş ve üç yüz senesi zilhiccesinin on beşinci günü uhdesine rütbe-i salise tevcih buyrularak üç yüz üç senesinde mülazemetle umur-ı şehbenderi kalemine kabul olunmuştur. Hizmet-i mezbûreden berüce muharrir nakil ve terfi ve istifa suretiyle infikâk edip vazife-i mütertibbesinden dolayı müttehim olmamış ve taht-ı muhakemeye alınmamıştır. Umur-ı şehbenderi müdürü saadetlü Fehim Bey Efendi hazretleri tarafından yazılan mütalaada mûmâilyehin umur-ı şehbenderi kalemine devamı tasdik olunmuştur. Zeyl Mûmâileyh Rıfat Bey bin üç yüz üç sene-i rebiülevvelinin on üçüncü günü müsâdif bin üç yüz bir sene-i maliyesi kanunievvelinin sekizinde bin guruş maaş ve bin guruş tahsisat ile Tiflis başşehbenderliğinin kançılarlığı mahal-i mezkûr şehbender vekaletine tayin buyrulmuştur. Mûmâileyh Rıfat Bey bin üç yüz üç senesi şevvalinin onuncu günü dördüncü rütbeden nişaân-ı âli-i Osmanî ihsan buyrulmuştur. 4.1.62.Tırhala Şehbenderliği Kançıları Mehmed Said Bey673 Mehmed Said Efendi Sırbistan tüccarından müteveffa Milvan Milovanoviç’in mahdumudur. Bin iki yüz doksan dört sene-i hicriyesinde (sene-i maliye 1293) Sırbistan’da Kragujevac şehrinde tevellüt etmiştir. Sırbistan mekteb-i rüşdiye ve idadîyesinde tedris olunan fünunu tahsil eylemiştir. Sırpça ve Rumca ve Bulgarca lisanlarıyla okur ve yazar.
