MEHMET TALAT EFEND İ was born in Afyonkarahisar (Karahisar-ı Sahib). Work began in 1862/63 (AH 1279). The first annual entry, for 1862/63, names MEHMET TALAT İ as a candidate official (Mülazım), with no place. For 1863 to 1879 and 1880 to 1883 the lists have no entry.
