SALİH RIFAT EFENDİ was born in Varna in 1853/54 (AH 1270); the father's occupation was "Mülkiye kaymakamı". Work began in Varna in 1876/77, at about 22, on a first salary of 150 kuruş. The first annual entry, for 1876/77, places SALİH RIFAT in Varna, the birthplace, as Varna Duhan Fabrikası muavini, where the entries run to 1878. The lists have no entry for 1878 to 1893. The last entries, from 1893 to 1897, name SALİH RIFAT as Telgraf ve Posta Nezareti Kontrol Kalemi memuru, with no place. In place of a title the lists give Infisal for 1878 and İstifa (resignation) for 1896/97.
