Born in Afyonkarahisar (Karahisar-ı Sahib), SÜLEYMAN HAYR İ EFEND İ was the child of a merchant (tüccar). The annual lists begin in 1879/80 (AH 1297), with SÜLEYMAN HAYR İ İ as Defter-i Hakani Müfettiş Muavini and no place named.
