Bin iki yüz doksan altı sene-i hicireysinde (sene-i maliye 1295) Dersaadet’te tevellüt ettiği nüfus-ı tezkire-i Osmanîyesinde muharrirdir. Ulum-ı ibditaiyeye suret-i hususiyede tedristen sonra Selanik Alman mektebinde tahsilde bulunmuş ve ba’de mekteb-i sultanîye duhul ile Fransızca kısmından ehliyetname almıştır. Türkçe ve Fransızca ve Almanca tekellüm ve kitabet ettiği tercüme-i halinde mesturdur. Bin üç yüz on dokuz senesi ramazanının on yedisinde (15 Kanunievvel 317) ba-irade-i seniyye-i hazret-i padişahîye mülazemetle tahrirat-ı hariciye kalemine memur olmuştur. Tahrirat-ı hariciye kitabetinden yazılan mülahazada mûmâileyhin kaleme ait ifadatı tasdik olunmuştur. Nüfus-ı tezkire-i Osmanîyyesiyle mekteb-i sultanîden aldığı ehliyetnamenin suret-i musaddakaları tercüme-i hal varakasıyla şubece mahfûzdur. 4.1.45.Narde Şehbender Vekili Hasan Fikri Efendi654 Hasan Fikri Efendi Lazistan eşrafından Hacı Kibar Efendi’nin mahdumudur. Bin iki yüz seksen iki sene-i hicriyesinde (sene-i maliye 281) Trabzon vilayetinde Arhavi kasabasında tevellüt etmiş. Mekteb-i ibtidaîde ve ba’de suret-i mahsusada tahsil etmiştir. Türkçe kitabet eder Rus ve Gürcü Lisanlarına aşinadır. Bin üç yüz on iki senesi şehr-i receb-i şerifi gurresinde (17 Kanunievvel 310) otuz yaşında iken mülazemetle hariciye nezareti celilesi umur-ı şehbenderi kalemine dâhil olmuştur. Efendi-i mûmâileyh bin üç yüz on dört senesi muharreminin yirmisinde (20 Haziran 312) bin guruş maaş ve beş yüz guruş tahsisat ve beş yüz guruş hane kirası ile Rusya’da kain Sohum Kale şehbender vekaletine tayin olmuştur. Mûmâileyh yalnız maaş sene-i merkûme şevvalinin dokuzunda “1 Mart 313” ? dokuz yüz guruşa tenzil ettiği ve bin üç yüz on altı senesi cemaziyelevvelisinin yirmi ikisinde “27 Eylül 314” Sohum kazası şehbenderliğinin lağvı hasebiyle infisâl eylediği Hariciye Sicil Şubesinin 20 Nisan? 317 tarihli vuku’at pusulasında gösterilmiştir.
