Life and register readings
Mehmed Emin Efendi was born in Malatya in 1848/49 (AH 1265). The schooling was at a school for young children (Sıbyan Mektebi). At about 15, in 1863/64, Mehmed Emin began work in Elazığ. The annual lists begin in 1863/64, with Mehmed Emin as Tahrirat Kalemi stajyeri in Elazığ. Alongside, the lists for 1863 to 1875 give a second post, in Malatya as Arazi Kalemi / Koçan Tahriratı (ücretli). The annual lists then follow Mehmed Emin to Mardin, Diyarbakır, Mosul (Musul) and Basra, four places in 19 years. Alongside, the lists for 1895/96 give a second post, in Rhodes as Defter-i Hakani Memuru. Next came Derna (Derne), Nazareth (Nasıra) and Suq al-Shuyukh (Sukuşşuyuh) from 1901 to 1905, with a rise to district governor (Kaymakam) in 1896/97. The last entries, from 1908 to 1912, name Mehmed Emin as Kaymakam, with no place. The posts lie on three continents, Africa, Asia and Europe, as for only 37 of the 6,605 officials with a place of service. Entries spanning 51 years are rare, reached by fewer than 1 per cent of the 8,239 officials.
Pay rose from 250 kuruş a month in 1871/72 to a peak of 2,550 in 1896/97, as Kaymakam, when 95 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 1,575 kuruş. The final annual entry is for 1911/12.
