Life and register readings
The life of Mehmed Şükrü Efendi began in Safranbolu in 1827/28 (AH 1243). Work began in Kastamonu in 1846/47, at about 19. The first annual entry, for 1846/47, places Mehmed Şükrü in Kastamonu as Tahrirat kalemi mülazımı. For 1847 to 1852 the lists have no entry. Next came Istanbul and Göynük from 1852 to 1855, then a post with no place named from 1859 to 1866, with a rise to Kaza Muduru in 1863/64 and to district governor (Kaymakam) in 1865/66. The lists have no entry for 1855 to 1859. The annual lists then follow Mehmed Şükrü to Acre in 1866/67. Alongside, the lists for 1866/67 give a second post, in Hama as Bakaya komisyonu reisi. Mehmed Şükrü then moved to Tripoli in 1872/73 and Boyabat in 1874/75. The last posts were in Kastamonu again from 1876 to 1883. Seven places on two continents in all, a number reached by fewer than 6 per cent of the 6,605 officials with a place of service.
The salary went from 600 kuruş a month in 1853/54 to 3,000 in 1872/73, the peak, in Tripoli, when 91 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,300 kuruş. Over 11 years the salaries add up to 208,200 kuruş, 3.6 times what an official on the median salary earned. The last annual entry is for 1882/83.
