Life and register readings
The life of Mehmed Muhlis Efendi began in Taşköprü in 1837/38 (AH 1253). Work began in 1865/66, at about 28. The first annual entry, for 1865/66, names Mehmed Muhlis as Askerlik, with no place. At the same time, from 1871 to 1873, the lists also place Mehmed Muhlis in İskilip as Meclis-i İdare kâtibi. Alongside, the lists for 1872 to 1875 give a second post, in Kastamonu as Merkez-i Mizan kâtibi. Alongside, the lists for 1874 to 1876 give a second post, in Taşköprü as Vukuat kâtibi. Alongside, the lists for 1875 to 1878 give a second post, in Sinop as Tahrir-i Emlak Komisyonu başkâtibi. Alongside, the lists for 1877 to 1881 give a second post, in Taşköprü as Vukuat kâtibi. Alongside, the lists for 1880/81 give a second post, in Boyabat as Arazi yoklama görevlisi. Next came İskilip, Araç and Taşköprü from 1882 to 1888. The last post was in İskilip again in 1888/89. In place of a title the lists give Infisal for 1877/78 and 1880/81; Azil (dismissal) for 1885/86. Few officials served in as many places; fewer than 8 per cent of the 6,605 officials with a place of service did.
The salary went from 90 kuruş a month in 1869/70 to 500 in 1875/76, the peak, in Sinop, when 54 per cent of paid officials earned less. The last annual entry is for 1888/89.
