ZEYNEL NİYAZİ EFENDİ was born in İşbozi in 1845/46 (AH 1262). Work began in 1864/65, at about 18, on a first salary of 150 kuruş. The first annual entry, for 1864/65, names ZEYNEL NİYAZİ as Duhan Memuru, with no place. Alongside, the lists for 1866 to 1871 give a second post, in Podgorica as a customs official (Rüsumat Memuru), with a rise to Rüsumat Memuru. At the same time, from 1870 to 1877, the lists also place ZEYNEL NİYAZİ in Tirana (Tiran) as Rusumat Muduru, with a rise to Rusumat Muduru. Alongside, the lists for 1876 to 1883 give a second post, in Durrës as Rusumat Muduru.
The salary went from 150 kuruş a month in 1864/65 to 1,100 in 1876/77, the peak, as Rusumat Muduru in Durrës, when 81 per cent of paid officials earned less. Over 20 years the salaries add up to 171,576 kuruş, 1.7 times what an official on the median salary earned. The final annual entry is for 1882/83.
