Life and register readings
The life of İskender Bey began in Kars. İskender studied at a school for young children (Sıbyan Mektebi). The first annual entry, for 1858/59 (AH 1275), names İskender as Asakir-i Müstahfız Yüzbaşısı, with no place. For 1859 to 1863 the lists have no entry. The annual lists then follow İskender to seven places in 37 years, from Kars to Karcikan, with a rise to district governor (Kaymakam) in 1877/78. The last entries, from 1901 to 1903, name İskender as Kaymakam, with no place. The lists give Azil (dismissal) for 1882/83 and 1889/90; Infisal for 1902/03 instead of a title. Few careers in the lists are as long; fewer than 3 per cent of the 8,239 officials have entries spanning 46 years or more. Seven places in all, a number reached by fewer than 6 per cent of the 6,605 officials with a place of service.
The salary went from 500 kuruş a month in 1858/59 to 2,500 in 1891/92, the peak, as Kaymakam in Hamidiye, when 94 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 2,250 kuruş. Over 17 years the salaries add up to 271,560 kuruş, 3.2 times what an official on the median salary earned. The last annual entry is for 1902/03.
