Life and register readings

The life of Mehmed Said Bey began in Shkodër (İşkodra) in 1864/65 (AH 1281); the father's occupation was "Ferik". The annual lists begin in 1883/84, with Mehmed Said as Vilayet Mektubi Kalemi mübeyyizi in Bitola (Manastır), where the entries run to 1885/86. Next came four places in 13 years, with a rise to district governor (Kaymakam) in 1897/98. At the same time, from 1906 to 1909, the lists also place Mehmed Said in Ersekë (Kolonya) as Kaymakam. Alongside, the lists for 1908 to 1910 give a second post, in a post with no place named as Kaymakam. Mehmed Said then moved to Razlog in 1910/11 and Grevena in 1911. The last entry, for 1911/12, names Mehmed Said as Kaymakam, with no place. Few officials served in as many places; fewer than 4 per cent of the 6,605 officials with a place of service did.

Pay rose from 50 kuruş a month in 1883/84 to a peak of 2,500 in 1897/98, as Kaymakam, when 95 per cent of paid officials earned less. In all, 17 years of salary come to 243,540 kuruş, 2.6 times what an official on the median salary earned in those years. The peak was 50 times the first salary, a rise matched by fewer than 4 per cent of the 2,724 officials paid for ten years or more. The last annual entry is for 1911/12.
