MUHAMMED SALİH EFENDİ was born in Kirkuk (Kerkük) in 1866/67 (AH 1283); the father's occupation was "Jandarma yüzbaşı". The schooling was at a school for young children (Sıbyan Mektebi).

Pay rose from 250 kuruş a month in 1890/91 to a peak of 400 in 1892/93, when 45 per cent of paid officials earned less. The final annual entry is for 1905/06.
