Life and register readings
Mehmed Kamil Efendi was born in Safranbolu in 1842/43 (AH 1258); the father was a member of the learned profession (ilmiye). Work began in Istanbul in 1861/62, at about 19, on a first salary of 60 kuruş. The annual lists begin in 1861/62, with Mehmed Kamil as mahallat odası kâtibi in Istanbul, where the entries run to 1880/81. At the same time, from 1880/81, the lists also place Mehmed Kamil in a post with no place named as nüfus kâtibi. From 1882 to 1907 every annual entry places Mehmed Kamil again in Istanbul. Entries spanning 47 years are rare, reached by fewer than 2 per cent of the 8,239 officials.
Pay rose from 60 kuruş a month in 1861/62 to a peak of 630 in 1906/07, in Istanbul, when two in three paid officials earned less. In all, 23 years of salary come to 78,408 kuruş, 66 per cent of what an official on the median salary earned in those years. The last annual entry is for 1906/07.
