Life and register readings
The life of Muhtar Ağa began in Shkodër (İşkodra) in 1838/39 (AH 1254). The schooling was at a school for young children (Sıbyan Mektebi). Muhtar began work in Shkodër in 1862/63, at about 24, on a first salary of 250 kuruş. The annual lists begin in 1862/63, with Muhtar as Eyalet meclis-i kebir üyeliği in Shkodër, the birthplace, where the entries run to 1872/73. Alongside, the lists for 1872/73 give a second post, in a post with no place named as Çiftlik-i Hümâyun müdürlüğü. Next came a return to Shkodër from 1874 to 1878. Alongside, the lists for 1879 to 1881 give a second post, in Lezhë as Kaymakamlık. For 1881 to 1883 the lists have no entry. The annual lists then follow Muhtar back to Shkodër from 1883 to 1885. Alongside, the lists for 1884 to 1890 give a second post, in a post with no place named as Kaymakamlık.
Pay rose from 250 kuruş a month in 1862/63 to a peak of 1,250 in 1878/79, when 82 per cent of paid officials earned less. Over 19 years the salaries add up to 185,400 kuruş, 2 times what an official on the median salary earned. The last annual entry is for 1889/90.
