HÜSEYİN HÜSNÜ EFFENDİ (B) was born in Varna in 1859/60 (AH 1276) into the İslam community; the father was a merchant (tüccar). At about 9, in 1868/69, HÜSEYİN HÜSNÜ EFFENDİ (B) began work in Varna. Only 29 of the 5,664 officials whose age at first work is known began work at 9 or younger. The first annual entry, for 1868/69, places HÜSEYİN HÜSNÜ EFFENDİ (B) in Varna, the birthplace, as Merkez Postahanesi mülazımı. The annual lists then follow HÜSEYİN HÜSNÜ EFFENDİ (B) to Balchik (Balçık) and Simav from 1869 to 1881. The lists have no entry for 1871 to 1876 and 1877 to 1880. The last entries, from 1881 to 1895, name HÜSEYİN HÜSNÜ EFFENDİ (B) as Ağnam Tadat kâtibi, with no place. The lists give Infisal for 1870/71, 1885/86 and 1894/95; İstifa (resignation) for 1886/87 instead of a title.
