Life and register readings
Born in Vushtrri (Vulçıtrın) in 1869/70 (AH 1286), Mehmet Ragıp Efendi was the child of a medrese teacher (müderris). Work began in 1887/88, at about 18, on a first salary of 20 kuruş. The first annual entry, for 1887/88, names Mehmet Ragıp as İdare Meclisi mübeyyizi, with no place. For 1903 to 1907 the lists have no entry. In 1907/08 the lists place Mehmet Ragıp in Thessaloniki (Selanik). In place of a title the lists give İstifa (resignation) for 1889/90, 1897/98 and 1899/1900; Azil (dismissal) for 1908/09.
Pay rose from 20 kuruş a month in 1887/88 to a peak of 750 in 1902/03, when three in four paid officials earned less. The peak was 37.5 times the first salary, a rise matched by fewer than 6 per cent of the 2,724 officials paid for ten years or more. The last annual entry is for 1908/09.
