İsmail Hakkı Efendi was born in Silistra (Silistre) in 1864/65 (AH 1281). At about 17, in 1881/82, İsmail Hakkı began work in Adapazarı. The annual lists begin in 1881/82, with İsmail Hakkı as Rüsumat müdüriyeti mülazımı in Adapazarı. Next came Tsarevo (Vasilikoz) in 1884/85, then Tekirdağ from 1886 to 1893. The last entries, from 1893 to 1897, name İsmail Hakkı as Memlaha başkatibi, with no place. For 1894 to 1896 the lists have no entry. In place of a title the lists give Infisal for 1882/83.

Pay rose from 125 kuruş a month in 1881/82 to a peak of 500 in 1892/93, in Tekirdağ, when 56 per cent of paid officials earned less. The final annual entry is for 1896/97.
