Life and register readings
Mustafa Neşet Efendi was born in Harput in 1835/36 (AH 1251) into the İslam community; the father's occupation was "Âlim". The first annual entry, for 1867/68, names Mustafa Neşet as an acting director (Müdür Vekili), with no place, with a rise to director (Müdür) in 1867/68. Alongside, the lists for 1868 to 1870 give a second post, in Pristina as a district governor (Kaymakam). At the same time, from 1869 to 1871, the lists also place Mustafa Neşet in Prizren as a chief clerkship (Başkitabet). Alongside, the lists for 1870 to 1876 give a second post, in a post with no place named as Kaymakam. Next came Ürgüp in 1876/77 and Keşan in 1878/79. The lists have no entry for 1877 to 1878 and 1879 to 1890. The last entries, from 1890 to 1895, name Mustafa Neşet as Kaymakam, with no place.
Pay rose from 1,030 kuruş a month in 1867/68 to a peak of 2,500 in 1868/69, as Kaymakam in Pristina, when 88 per cent of paid officials earned less. In all, 16 years of salary come to 363,360 kuruş, 4.5 times what an official on the median salary earned in those years, a level reached by fewer than 6 per cent of the 4,381 officials paid for five years or more. The final annual entry is for 1894/95.
