Life and register readings
Born in Istanbul in 1856/57 (AH 1273), Rıfat Efendi was the child of a farmer (çiftçi). The personnel record dates the first work in Istanbul to 1879/80, after the first annual entry, on a first salary of 50 kuruş. The first annual entry, for 1875/76, places Rıfat in Istanbul, the birthplace, as telgraf mektebi öğrencisi, where the entries run to 1879/80. The lists have no entry for 1876 to 1879. Rıfat then moved to Preveza (Preveze) from 1880 to 1884. Alongside, the lists for 1883/84 give a second post, in Ioannina as telgraf merkezi muhabere memuru. In place of a title the lists give Azil (dismissal) for 1879/80.
The salary went from 50 kuruş a month in 1879/80 to 400 in 1880/81, the peak, in Preveza, when 46 per cent of paid officials earned less. The final annual entry is for 1883/84.
