Born in Sulaymaniyah (Süleymaniye) in 1856/57 (AH 1273), MUHAMMED SAİT EFENDİ came from the İslam community; the father's occupation was "Kaza anbar memuru". MUHAMMED SAİT began work in 1873/74, at about 16. The first annual entry, for 1873/74, names MUHAMMED SAİT as mal kalemi mülazımı, with no place.
