Life and register readings
Born in Kütahya in 1858/59 (AH 1275), İpo Krat Efendi was the child of a merchant (tüccar). Work began in 1880/81, at about 22, on a first salary of 160 kuruş. The first annual entry, for 1880/81, names İpo Krat as Rüsumat Müdüriyeti mübaşiri, with no place. Alongside, the lists for 1883 to 1885 give a second post, in Aleppo as Rüsum-u Sitte Merkez Müdüriyeti müfettiş mülazımı. At the same time, from 1884 to 1886, the lists also place İpo Krat in Samsun as Nezaret müfettiş mülazımı. Alongside, the lists for 1885 to 1888 give a second post, in Trabzon as Düyun-u Umumiye Nezareti seyyar müfettişi. For 1888 to 1890 the lists have no entry. Alongside, the lists for 1887 to 1900 give a second post, in a post with no place named as Düyun-u Umumiye Varidat-ı Mahsusa İdaresi Kontrol Kalemi memur ve tercümanı.
Pay rose from 160 kuruş a month in 1880/81 to a peak of 4,500 in 1899/1900, when 98 per cent of paid officials earned less. In all, 17 years of salary come to 400,320 kuruş, 4.9 times what an official on the median salary earned in those years, a level reached by fewer than 6 per cent of the 4,381 officials paid for five years or more.
