Life and register readings
Mehmed Eşref Efendi was born in Gelibolu. The first annual entry, for 1878/79 (AH 1296), places Mehmed Eşref in Fatsa as a district governor (Kaymakam). The lists have no entry for 1882 to 1884. At the same time, from 1885 to 1888, the lists also place Mehmed Eşref in Ünye as Kaymakam. Alongside, the lists for 1887/88 give a second post, in Tirebolu as Kaymakam. For 1889 to 1891 the lists have no entry. Alongside, the lists for 1893 to 1897 give a second post, in Buldan as Kaymakam. The lists have no entry for 1897 to 1906. Next came Gördes in 1906/07, and Adana in 1909/10, as Vali Muavini vekili. Alongside, the lists for 1909/10 give a second post, in a post with no place named as Tekaüt. In place of a title the lists give Azil (dismissal) for 1888/89 and Vefat (death) for 1911/12. Few officials served in as many places; fewer than 8 per cent of the 6,605 officials with a place of service did.
Pay rose from 900 kuruş a month in 1878/79 to a peak of 3,500 in 1909/10, as Vali Muavini in Adana, when 94 per cent of paid officials earned less. Over 13 years the salaries add up to 223,620 kuruş, 3.4 times what an official on the median salary earned. The final annual entry is for 1911/12.
