Life and register readings
The life of Osman Fehmi Efendi began in Kırşehir in 1863/64 (AH 1280); the father's occupation was "Kırşehir Belediye Meclisi azası". Osman Fehmi began work in Kırşehir in 1876/77, at about 13. Few began so young; fewer than 5 per cent of the 5,664 officials whose age at first work is known started at 13 or younger. The annual lists begin in 1876/77, with Osman Fehmi as Vergi dairesi mülazımı in Kırşehir, the birthplace, where the entries run to 1899/1900. For 1877 to 1878 and 1900 to 1902 the lists have no entry. Alongside, the lists for 1893/94 give a second post, in a post with no place named as Nahiye vergi kâtibi.
