Muharrem Vehbi Efendi was born in Pridor in 1872/73 (AH 1289). Work began in 1891/92, at about 19. The first annual entry, for 1891/92, names Muharrem Vehbi as Üçüncü Ordu 14. Süvari Alayı 2. Bölük gönüllü askeri, with no place. The lists have no entry for 1892 to 1898. Alongside, the lists for 1898/99 give a second post, in Zenica as Düyûn-ı Umûmiye İdaresi muvakkat istâre memuru. At the same time, from 1898 to 1901, the lists also place Muharrem Vehbi in Razlog (Razlık) as Düyûn-ı Umûmiye İdaresi piyade kolcusu. Alongside, the lists for 1900/01 give a second post, in Blagoevgrad as Düyûn-ı Umûmiye İdaresi süvari kâtibi.
The salary never rose above the first in the lists, 500 kuruş a month in 1898/99, in Zenica, when 55 per cent of paid officials earned less. The final annual entry is for 1900/01.
