Life and register readings
Born in Tokat in 1866/67 (AH 1283), Mehmed Arif Efendi was the child of a deputy judge (naib). Work began in Tokat in 1885/86, at about 19, on a first salary of 40 kuruş. The first annual entry, for 1885/86, places Mehmed Arif in Tokat, the birthplace, as Tahrirat Dairesi mübeyyizi. Alongside, the lists for 1886 to 1893 give a second post, in a post with no place named as Gönüllü asker, Dördüncü Ordu 32. Piyade Alayı 4. Tabur; başçavuşluğa kadar. The lists have no entry for 1893 to 1895. The annual lists then follow Mehmed Arif to Istanbul from 1895 to 1905. Alongside, the lists for 1904 to 1910 give a second post, in Sivas as Polis Komiseri.
