Life and register readings

Mehmed Rifat Efendi was born in Bursa in 1843/44 (AH 1259), into the İslam community, and the father's occupation was "Haffaf". Work began in 1860/61, at about 17. The annual lists begin in 1860/61, with Mehmed Rifat as Hüdâvendigâr eyaleti umur-ı tahririye kalemi; mülâzemetle and no place named. At the same time, from 1876/77, the lists also place Mehmed Rifat in Erdek as Erdek kazası duhan müfettişliği. The annual lists then follow Mehmed Rifat to Mudanya from 1881 to 1884. Alongside, the lists for 1883 to 1890 give a second post, in a post with no place named as Mihalıç kazası mantuk muavinliği. For 1890 to 1893 the lists have no entry. Alongside, the lists for 1889/90 give a second post, in Mustafakemalpaşa as Kirmastı kazası mal müdürlüğü muavinliği. Mehmed Rifat then moved to Simav in 1893/94. The last entries, from 1895 to 1905, name Mehmed Rifat as kaza-ı mezkûr maliye müdiriyeti vekaleti (ilâveten), with no place. Entries spanning 46 years are rare, reached by fewer than 3 per cent of the 8,239 officials.
