Mahmud Celaleddin Pa şa

Mahmud Celaleddin Pa şa was born in Balıkesir in 1835/36 (AH 1251); the father's occupation was "Kars sancağı mutasarrıfı". Work began in Istanbul in 1845/46, at about 11. Few began so young; fewer than 2 per cent of the 5,664 officials whose age at first work is known started at 11 or younger. The first annual entry, for 1845/46, places Mahmud Celaleddin Pa şa in Istanbul as Divan-ı Hümayun Kalemi ve Mektubi-i Seraskeri Kalemi mülazımı, where the entries run to 1848/49. The annual lists then follow Mahmud Celaleddin Pa şa to six places in 39 years, with a rise to Mutasarrif in 1883/84. The last entry, for 1892/93, names Mahmud Celaleddin Pa şa as Mazuliyet maaşı (Tekaüt), with no place. The farthest post, Al Hudaydah, lay about 3,150 km from Balıkesir, and 13 of the 5,339 officials with a known birthplace and place of service served as far from the birthplace.

The salary went from 2,500 kuruş a month in 1854/55 to 7,500 in 1885/86, the peak, as Mutasarrif in Al Hudaydah, when 98 per cent of paid officials earned less. In all, eight years of salary come to 451,800 kuruş, 11.2 times what an official on the median salary earned in those years, a level reached by fewer than 2 per cent of the 4,381 officials paid for five years or more. The last annual entry is for 1892/93.
