Life and register readings

Born in Kemaliye (Eğin), Mehmed Tevfik Efendi was the child of an official of the civil administration (mülkiye memuru). The first annual entry, for 1861/62 (AH 1278), places Mehmed Tevfik in Gelibolu as Merkez Telgraf muhabere memuru. Mehmed Tevfik then moved to four places in 12 years. Alongside, the lists for 1873 to 1880 give a second post, in a post with no place named as Merkez Telgraf müdürü. The annual lists then follow Mehmed Tevfik to Ioannina (Yanya) and Siirt from 1880 to 1884, with a rise to Seyyar Muhabere Memuru in 1880/81, then Van from 1887 to 1895. Next came Adana in 1896/97. The last posts were in Sivas from 1898 to 1901. In place of a title the lists give Azil (dismissal) for 1894/95. Few officials served in as many places; fewer than 2 per cent of the 6,605 officials with a place of service did. Entries spanning 41 years are rare, reached by fewer than 5 per cent of the 8,239 officials.

Pay rose from 500 kuruş a month in 1861/62 to a peak of 1,200 in 1887/88, as an assistant inspector (Müfettiş Muavini) in Van, when 82 per cent of paid officials earned less. In all, 24 years of salary come to 270,828 kuruş, 2.3 times what an official on the median salary earned in those years. The final annual entry is for 1900/01.
